 CSRD Report is a flagship, consumer-focused initiative by the Government of India to evaluate and rate the service delivery of electricity distribution companies (DISCOMs). Launched after the Electricity (Rights of Consumers) Rules, 2020, it represents a paradigm shift by placing consumers at the centre of power sector reforms. CSRD Report is prepared by REC Limited under the guidance of the Ministry of Power.

Key Highlights:

• Annual Exercise: Conducted every financial year since FY 2020-21.

• Objective: To evaluate DISCOMs on consumer service performance, identify service gaps, and enhance the quality and reliability of electricity supply.

• Scope: CSRD Report covers 66 willing DISCOMs (10 private, 56 state-owned) across India, including Special Category States, with following evaluation Parameters:
  • Operational Reliability
  • Connections & Services
  • Metering, Billing & Collection
  • Fault Rectification & Grievance Redressal

• Grading System: DISCOMs are rated from A+ to D based on performance across various sub-parameters.
   
• Purpose: Promote transparency, accountability, and healthy competition among DISCOMs to enhance consumer satisfaction.

        As a first-ever consumer-centric rating exercise in India’s power distribution sector, the CSRD Report serves as a strategic 
        tool for benchmarking performance and driving continuous improvement in service delivery.
